UAE to become IRENA’s Headquarter

world-energy-sumitUAE has become the first developing country to host the office of a major international organisation with Abu Dhabi being the home to the headquarters of the International Renewable Energy Agency (IRENA).

The Irena headquarters will be located in Masdar City Abu Dhabi, which is currently under construction. Masdar City will be the world’s first carbon-neutral, a city that will have zero waste, completely powered by renewable energy.

His Highness Shaikh Mohammad Bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai, congratulated President His Highness Shaikh Khalifa Bin Zayed Al Nahyan and the country.

Germany and Austria withdrew their bids after realising an overwhelming majority of nations was going to vote for the UAE.

shaikh-abdullah-bin-zayedShaikh Abdullah Bin Zayed Al Nahyan, Foreign Minister, thanked the countries that extended their support for the UAE. He particularly appreciated the stance of Germany and Austria, which supported the UAE’s quest to host the headquarters.

“The contest was strong, but it was fair and transparent,” he said.

The meetings are continuing on Tuesday to choose the agency’s director general. For this position, candidates from France, Spain, Denmark and Greece are competing.

While Irena’s headquarters will be in the UAE, the former West German capital Bonn will host the organisation’s “innovations branch” and Vienna will host Irena’s office for liaison with the UN and other international energy organisations, the German Ministry of Environment announced.

The agency – established in Bonn last January 26 – hopes to be the body that will oversee and help contribute to a global transition to what is seen as the next generation of energy.

Irena’s mandate will come from its 129 member countries, and it is expected to help industrialised and developing countries in improving their regulatory frameworks and build capacity for renewable energy.

Shaikh Abdullah said the UAE Government is committed to provide total support to the agency so Irena can carry out its mandate in offering support to all renewable energy applications to help states benefit from this effective development and the transfer and exchange of expertise, technology and knowledge.

Sultan Al Jaber, CEO of Masdar, said the UAE delegation met the executive committee of the headquarters and discussed the overwhelming number of votes they might be getting.

The UAE delegation suggested the competing states withdraw. The committee discussed the matter with Germany and Austria, which agreed to pull out.

A home for Irena in the UAE could lead the country to become the centre of a future renewable energy industry and expertise. If the work of Irena goes according to plan, new technologies and research in the field of renewable energy would be coming out of Abu Dhabi. When more states decide to make the transition away from fossil fuels and to renewable energy, Abu Dhabi could become the global centre for all issues related to the field. Irena could also bring to the UAE a new industry which will be accompanied by an influx of energy experts, students, supporting industries and jobs.

The agency’s presence in the UAE could also bring environmental awareness to the region, which has the world’s biggest per capita emissions of CO2. Expertise on renewable energy can be shared with neighbouring countries and lead to a possible reduction in pollution. The presence of Irena could also mean that the UAE would not lose its place as a major energy exporter when the fossil fuel era is over and replaced by a time of renewable energy reliance, as the country could eventually export renewable energy.

Reactions

Reacting to the decision, Razan Al Mubarak, Managing Director of Emirates Wildlife Society, in association with the World Wide Find for Nature (EWS-WWF), said: “We are pleased to learn that Abu Dhabi was selected to host the Irena headquarters. The decision shows a clear recognition of the increasingly important role being played by emerging economies in the climate change and clean technology debate.”

Thom D. Bohlen, AIA, LEED AP, Chief Technical Officer, Middle East Centre for Sustainable Development, said that the win will make the UAE the hub of development for future renewable technologies. “This is a monumental feat for Abu Dhabi and the UAE. It is a watershed event for the Country to become the hub for the development of future renewable technologies and their implementation across the world in a concerted effort to mitigate the effects of climate change,” he said.

Gulf News readers were also ecstatic at the outcome in Sharm Al Shaikh. Saleh Hamed, an Emirati IT professional, said: “I am happy … but I don’t like the fact that there was so much competition… Having an international agency based here will stimulate research, development, increase employment and benefit us immensely.”

Asma Abu Baker, an Emirati student, said: “It is a step forward for the world. We need to include the rest of the world, including the Middle East, to help in solving global problems.”
Nazeer Kunchali, who sent an online comment, wrote: “It would be wonderful … Irena’s headquarters are going to be in the UAE.”

Sh: Mohammed bin Rashid established Falcon and Associates.

Dubai, Jun 30th, 2009  His Highness Sheikh Mohammed bin Rashid Al Maktoum, in his capacity as the Ruler of Dubai, has issed a law establishing Falcon and Associates.

Falcon and Associates will work to bring knowledge, support and strategic thinking to Dubai to build on Dubai’s success to date and assist in fulfilling its long term potential. The company’s activities will focus on Dubai and on key markets around the world for Dubai to achieve inward and outward social, economic and trade related goals. Coordination between Falcon and Associates and the relevant government agencies and sectors, as outlined in the decree, will be central to achieving success.

Falcon and Associates will be working to deepen the understanding and appreciation of the vision for Dubai both nationally and international. It shall establish and own media- related commercial institutions and companies, through full ownership or by holding shares or stocks, in collaboration and coordination with the Media Office of H.H. the Ruler of Dubai.

In order to ensure the sustainability of Dubai’s global position and success, the company will, in collaboration with permanent or non-permanent committees that its Board can establish as it deems necessary, develop products, partnerships and initiatives.

His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE, has issued, in his capacity as the Ruler of Dubai, a decree appointing Ahmad Abdullah Al Sheikh, the Media Escort of H.H. the Ruler of Dubai and the Managing Director of His Highness’ Media Office as Chairman of Falcon and Associates.

He has also issued, in his capacity as the Ruler of Dubai, a decision appointing John Ferguson as Vice Chairman of Falcon and Associates and Giselle Davies as Chief Executive.

The law, decree and decision are effective from the date of issuance and will be published in the official gazette.

Liwa Date Festival to Commemorate Sheikh Zayed the Great

liwa_datesABU DHABI, June 28th, 2009: The Liwa Date Festival is to commemorate the centenary of Sheikh Zayed the Great, according to the festival’s organizing committee.

“The aim of this commemoration is to make sure that people are aware of the achievements of the late Sheikh Zayed the Great, a man with a historic legacy,” said Obaid Khalfan Al Mazrouei, Director of the Festival.

“We think that this awareness of the heritage of our forefathers can contribute dramatically to the knowledge and appreciations in our generation and the generations to come, in Abu Dhabi and the whole UAE,” added Mazrouei.

“Sheikh Zayed the Great is a beacon to future generations. He was a man with a charisma, a leading figure of his time, and a distinguished ruler and leader with an edge among his compatriots. He was renowned for his wisdom, justice, and the ability to convince others as well as his toughness in facing dangers without hesitation,” he emphasized.

Sheikh Zayed the Great faced many local and regional challenges which he managed to overcome. He was able to sustain his Emirate sovereignty despite the dominant presence of the British forces in the Arab Gulf which lasted over three centuries. He was instrumental in affirming the role of Abu Dhabi in the region, safeguarding it from any foreign aggression.

“Sheikh Zayed the Great worked to guarantee the stability of his country and the prosperity of his people. The civil aspects of his rule were present in the urban development he employed, despite being a real Bedouin in his heart. He managed to combine the two in a noticeable harmony,” said Mazrouei.

“Sheikh Zayed was a man with many friends and had his strength from those friendships and tribal relations. And in the zenith of his power, he never forgot the poor and the needy,” he added.

The Liwa Date Festival is held under the patronage of HH Sheikh Mansour bin Zayed Al Nahyan Deputy Prime Minister and Minister of Presidential Affairs. The Festival is organized by the Abu Dhabi Authority for Culture and Heritage and held in its fifth edition in Liwa, the Western Region, Abu Dhabi, between 17th and 26th of July 2009.

Princess Haya urges donations for Pakistan

hr-princes-haya-bint-hussainDUBAI, June 28th, 2009: Her Royal Highness Princess Haya Bint Al-Hussein, United Nations Messengers of Peace, Chairperson of Dubai Humanitarian City and Wife of Vice President and Prime Minister of UAE and Ruler of Dubai His Highness Sheikh Mohammed bin Rashid Al Maktoum, has called for a massive international aid effort to assist hundreds of thousands of people recently displaced by fighting in Pakistan’s north-west region the Swat Valey.

Describing the crisis in Pakistan as the largest humanitarian emergency in the world today, the UN Messenger of Peace, urged the public to step up support for the operation by donating to the UNHCR. Her message appeared in a public service announcement on television networks broadcast across the Middle East and elsewhere.

“Millions have been forced to leave, abandoning their homes, their communities and their loved ones,” she said in her message. “They arrive needing everything: shelter, food, and medical care.” UNHCR is seeking to ease congestion by expanding camps and providing solutions to host families. The UN refugee agency also wants to scale up assistance to people staying outside of camps and is procuring more relief items for IDPs and host families.

But the shortage of resources is already reducing the amount of shelter and other aide items reaching those in need. High Commissioner for Refugees Antonio Guterres has said that hundreds of millions of dollars will be needed for the overall relief effort to help the internally displaced and affected communities in Pakistan.

Established in 1950, the UN refugee agency protects the rights and well-being of refugees and others uprooted by conflict and persecution around the world. It ensures those fleeing violence are given access to life-saving assistance, as well as long-term support during exile and help with durable solutions so that they can rebuild their lives.

“Only with your help, can UNHCR revive hope, assist with shelter and meet other basic needs. Please help UNHCR,” said Princess Haya.

Emirati Sisters Develop latest Abayas

abaya1Abaya has always been an identification of Middle East. The Abaya design has remained pretty much unchanged for centuries, but a group of new designers in the United Arab Emirates are now giving the traditional Islamic dress a modern-day makeover.

The esigners are experimenting with bold colours, materials like lace and leather, and even add sequins, embroidery and daring slits to jazz up the often considered more like a uniform black robe.

Reem and Hind Beljafla began their abaya design business, DAS Collection Dubai, two years ago after realising the market for high-end design for Muslim women in Dubai was woefully underserved.

Their abayas are very much haute-couture – everything is custom-made and prices start at $1,000 (£606).

The young sisters say that as long as a woman’s form is still covered by the abaya, there is no harm in having a bit of fun with the design.

“It never loses its identity – the target is to cover the woman’s body so there is no harm in playing with the fabrics,” says 24-year-old Reem.

abaya2“We thought why can’t we take our abayas and make something to suit the modern girl, but still keep that conservative style.”

The Beljafla sisters have come under fire for some of their pieces, especially ones which are made from transparent fabric, or show off the shoulders.

Photo: Abaya Couture But they insist their more racy designs are only supposed to be worn to ladies-only gatherings such as wedding parties.

They also say that an evening-wear abaya is not supposed to be worn for a trip to the mall during the daytime – much as one wouldn’t wear a cocktail dress to the office.

The sisters have big ambitions.

They have already met famous US designers like Vera Wang, and believe the day is not far off that Western models will be seen sashaying down a catwalk in Paris or New York wearing one of their creations.

‘Spreading the word’

abaya3Badr al-Budoor is another Emirati designer who is having fun transforming the age-old abaya by adding frills, polka dot print and giant bows to give her pieces a princess-like feel.

Interest in her unusual designs is so high that she is taking her business online to target an international audience.

She also hopes that, as she opens up to the overseas market, people might view traditional Islamic dress in a different light.

“The whole point of doing this online is to spread the word on the abaya and show people that it is a fashionable piece that we wear,” says Ms Budoor, who recently launched her website AbayaCouture.com.

“It is not a tent that covers us all. We can still look pretty and elegant and sexy – just as covered and as traditional as we need to be.”

Ms Budoor does not see a contradiction in creating “sexy” abayas.

“The definition of sexy here in Emirati society is very different to the West,” she says.

“Sexy to us means elegant, modest and feminine. It’s possible to look attractive without showing any skin at all.”

‘Modest yet modern’

It is not just Islamic dress that is being transformed.

Rabia Z began designing when she started wearing the hijab, or a headscarf, a few years ago while living in the US.

“I realised there was nothing stylish for women like me to wear – something that is conservative but still stylish and fashionable,” says Rabia, who is now one of the region’s most successful designers.

“It was shocking that no-one seemed to care about us – there was absolutely nothing that catered to the needs of Muslim women.”

Rabia started her business eight years ago and now runs a veritable fashion empire catering for everything from haute-couture to high street.

She plays with both fabric and cut to achieve her design mantra of “modern yet modest”, and even stitches hijabs into hooded tracksuit tops so that women can exercise in comfort.

But Rabia does not only want to dress Arab women, and is targeting Muslims right across the world, including in the West and further afield.

She already has plans to tap Asian markets like China and Korea, as well as countries closer to home like Iran and Afghanistan.

“The potential for further growth is massive,” she says confidently.

“It’s still untapped, it’s a niche market and the potential is just enormous.”

Dubai’s Children’s City organizes summer activities

DUABI, June 24th, 2009: The Children’s City in Duabi has lined up an array of activities for children and visitors to the emirate of Dubai during the summer holidays. The activities, which will be conducted between 28 June- 20 August, include summer camp for children of different age groups and a variety of edutainment programmes.

Head of Children’s City Naila Al Mansouri noted that the activities are arranged to be conducted during the Dubai Summer Surprises 2009.

She expressed Dubai Municipality’s keenness to provide programmes beneficial for children during this period so that they can utilize their holidays usefully in an excellent recreational, cultural and informational environment, managed by supervisors with high calibre and competency.

Al Mansouri said the programmes charted out by the Children’s City are quite different from other summer programmes as the families can leave their children at the Children’s City without any worries.

Leighton, Abu Dhabi Abandon Venture on Market’s Slump

June 17 (Bloomberg) — Leighton Holdings Ltd., Australia’s largest construction company, and a developer of tourism-related buildings in Abu Dhabi abandoned a venture that was expected to generate revenue of at least $1.5 billion within five years.

Leighton, a Sydney-based company controlled by Hochtief AG of Germany, and the Tourism Development & Investment Co. agreed to create the venture in December 2007. TDIC is the development arm of Abu Dhabi’s tourism authority.

“After a strategic review of TDIC’s business model and due to the changing economic climate, it became more commercially viable for TDIC to retain the flexibility to work with different contractors,” Lee Tabler, TDIC’s chief executive officer, said in an e-mailed statement today. “Therefore the joint venture was never progressed.”

Since the venture was announced, the worst financial crisis in more then 70 years has prompted developers in Abu Dhabi and the rest of the United Arab Emirates to cancel or delay construction projects. Leighton scrapped a 4.9 billion dirham ($1.3 billion) venture to build an additional concourse at Dubai airport in April after failing to reach an agreement with Dubai’s Department of Civil Aviation.

Lower Prices

“The market has changed,” TDIC spokesman Bassem Terkawi said by telephone today. “The prices of materials are lower and contractors are more desperate for work, so TDIC and other developers are reacting to that and looking for the best return on investment.”

Leighton, with operations across Asia and the Gulf region, last month cut its full-year profit forecast by 10 percent because of the slump in the industry.

The company is working on 3 billion dirhams worth of projects for TDIC, according to Chris Gordon, Leighton’s spokesman in Dubai. They include Angsana and Eastern Mangroves and the Saadiyat Island Link, Gordon said today by telephone.

The company will have to bid for any other contracts, he said.

Mohammed Bin Rashid meets Queen Elizabeth II .

sh-mohammad-bin-rashid-al-matoom-with-queenWAM Berkshire, UK, Jun 18th, 2009 (WAM): Vice President and Prime Minister of UAE and Ruler of Dubai HH Sheikh Mohammed bin Rashid Al Maktoum was received as a guest of honour by HRH Queen Elizabeth II of England and Head of the Commonwealth during the opening ceremony of the Royal Ascot Festival in Berkshire today in the presence of an elite gathering of world’s renowned personalities, British officials, owners of race horses and seventy thousand spectators assembled at the racecourse.

Sheikh Mohammed occupied the traditional royal seat beside Queen Elizabeth II as the guard of honour started the drill lining up in the racecourse. They saluted the Queen and her guest, who received a warm welcome as an Arab and world personality with a great presence in the horserace festivals in Britain and other world countries.

Later Sheikh Mohammed and Queen Elizabeth II received the greetings from the spectators of the Britain’s major traditional international festival, which has secured the royal patronage since the last three hundred years.

Sheikh Mohammed then watched the first round of major races in the festival, in which horses from UAE and other world countries are participating.

UAE becomes the first country to ratify IRENA statute (UPDATED)

Abu Dhabi, Jun 18th, 2009 UAE President HH Sheikh Khalifa bin Zayed Al Nahyan has signed the statute of the International Renewable Energy Agency (IRENA).

The instrument of ratification was deposited at the German Foreign Ministry in Berlin today by the UAE ambassador to Berlin HE Mohammed Ahmed Al Mahmoud.

The Federal Decree 37 of 2009 has made the UAE the first country to ratify the IRENA statute.

This signalled to the 98 fellow member countries in IRENA and the world at large, UAE’s support and commitment to bringing renewable energy solutions to all nations, developed and developing.

The UAE has also officially submitted a bid to host IRENA’s headquarters in Abu Dhabi, the capital city of the United Arab Emirates.

‘The support we have received from countries around the globe for our work on IRENA, and in particular our offer to host IRENA’s headquarters in Masdar City in Abu Dhabi has been tremendous,’ said UAE Foreign Minister HH Sheikh Abdullah Bin Zayed Al Nahyan.

‘Nations ranging from Europe, to Latin America, from Asia to Africa have pledged their support for the UAE to serve as the permanent headquarters of IRENA in order to advance the shared goal of making renewable energy accessible, affordable and available to everyone. Many believe it is time for an international agency to be placed in this region – in a country that creates the bridge between developed and developing and in a country that offers its whole-hearted commitment to the cause of renewable energy and climate change’, he added.

As part of the UAE bid to host IRENA, the Abu Dhabi Fund for Development has made an unprecedented offer to help IRENA engage developing nations in real, tangible ways by creating a special endowed fund of up to USD50 million dollars annually solely for IRENA-approved renewable energy development projects in developing nations with a concentration on low-cost and low maintenance technology that meets the needs of those nations.

New ecological initiative for industrial sector launched

dr-rashid-ahmed-bin-fahadDubai, 16th June 2009 H.E. Dr. Rashid Ahmed bin Fahad, Minister of Environment and Water, announced today the launch of a new initiative for assessing performance of industrial firms in preparation for issuing an environmental performance card.

”The launch of this initiative reflects implementation of the ministry’s policy under the federal government strategy,” the minister told a press conference today.

The initiative, he said, seeks to encourage industrial enterprises to introduce conservation and protection of the environment and control of pollution into their development policy and show their commitment to and responsibility towards the environment.

On the mechanism for issuing the card, the minister said a ministry team will visit the industrial enterprises wishing to be member in the initiative to gather information so as to determine the scope of compliance with environmental criteria and standards.

The assessment will cover among other things the environmental licence, geographical location, use of raw materials, production input and keeping of records.

”A guideline on how firms will obtain the card is being developed,”he added.

Sheikh Mohammed creates ‘Brand Dubai’ office

hh-sheikh-mohammad-bin-rashid-al-maktoumSheikh Mohammed Bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE, and Ruler of Dubai, established on Friday the Dubai Media Affairs Office ‘Brand Dubai’ to coordinate Dubai’s strategic media affairs regionally and internationally, according to newswire WAM.

Sheikh Mohammed also appointed Mona Ghanem Al Marri as the new entity’s Chief Executive Officer.

The new office will work on preserving and enhancing Dubai’s image as an Arab city of international spirit and sensibility. The Dubai Media Affairs Office (DMAO) will encourage maximum exposure for Dubai’s continuing achievements on economic, cultural and social matters, the newswire reported.

Under the mandate given by Sheikh Mohammed, the new entity will work closely with Dubai government departments and authorities as well as non-government stakeholders. The DMAO will facilitate greater communication coordination among different organisations that are directly or non-directly responsible for Dubai’s image.

Among DMAO’s other objectives are enhancing the media’s accessibility to accurate information on various subjects related to Dubai, and facilitating greater interaction with Dubai government officials

Abu Dhabi Judicial Department adopts latest risk management techniques

WAM Abu Dhabi, Jun 13th, 2009 (WAM): Internal Audit Division at Abu Dhabi Judicial Department (ADJD) started to provide counseling services in risk management to all the bureaus, divisions and courts at ADJD following extensive meetings conducted with senior officials at the department across all sections at the judiciary and administration levels in the Emirate of Abu Dhabi.

The division is working with a consultancy company to asses the risks and to conduct workshops to the entire ADJD workforce to disseminate the latest techniques in risk management and assessment.

Risk management works on controlling risks and reducing them though adopting a series of proven strategies and tactics.

ADJD is working on adopting world class practices in this regard.

Dubai Received Flag of Hosting 59th UITP World Congress and Exhibition 2011

Dubai, 13th June 2009  Dubai RTA Road Transport Authority received the flag of hosting the 59th World Congress and Exhibition of the International Association of Public Transport (UITP), which will be hosted by Dubai in 2011, at the closing session of the 58th UITP World Congress held in the Austrian capital Vienna.

The event was attended by more than 1000 personalities headed by H.E. Mattar Al Tayer, Chairman of the Board and Executive Director of Roads ‘&’ Transport Authority (RTA), H.E. Mohammed Ahmed Omran, UAE Ambassador to Austria ‘&’ Permanent Representative of the UAE to the UN at Vienna, H.E. Roberto Cavalieri, UITP President, H.E. Hans Rat, UITP Secretary General, senior Austrian government officials, executives of transport sector from all over the world, and representatives of companies specialized in the field of transport.

Al Tayer received the flag of hosting the 59th UITP World Congress and Exhibition from H.E. Roberto Cavalieri and H.E. Hans Rat amid a huge applause from the attendants.

In a speech delivered after taking over of the flag, Al Tayer said: “The United Arab Emirates has made massive economic, social and cultural development and grown into a key commercial center, thanks to the wise leadership of HH Sheikh Khalifa bin Zayed Al Nahyan, President of the UAE, and his brother HH Sheikh Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai.

”Accordingly, the UAE has had a vibrant and diverse economy and succeeded in attracting considerable number of investors, businessmen; thanks to its superb infrastructure, international outlook, free economic policy and emphasis on delivering top-notch services at the least possible costs”.

Al Tayer lauded the efforts of the Austrian Government and the UITP in bringing success to the 58th UITP World Congress and delivering it in a fine format. He also praised the work papers discussed during the Congress and the latest transport technologies displayed by the participating companies.

Meanwhile, Al Tayer welcomed all attendants to Dubai during the 59th UITP Congress; which will be hosted by Dubai in 2011.
